It looks elongated. Then I looked at the ad:

It also has an incorrect grill with the wrong headlights and Citroen is spelled wrong on its own license plate...

Its a personalized plate, that was probably the closest spelling available. It appears California has already issued CITROEN to another vehicle. Along with LEMON and CITRON.
